Primers shipped without Hazmat tag!

While perusing primer prices and availability, I discovered an advertisement by Academy Sports for CCI Small Rifle primers for $6.99/100. A decent price given the current environment.
What surprised me though was 1. FREE SHIPPING and 2. NO HAZMAT FEE !

The only caveat however is that you’re limited to 800 primers to a shipment. The only “add on charge” was for the internet sales tax.
BUT! that was consumed by the 5% discount for using my Academy credit card.
Net cost was $56 and change delivered to my door just 10min ago. I ordered Saturday, so quick delivery considering the season.
Evidently 800 primers are below the threshold for requiring a hazmat tag.

Some may have already been aware, but I wasn’t… Nice to know! They came in a 1,000 box less 2 sleeves (200 primers)
I tried as best as I could to put 10 (1,000) in my cart but it kept changing to 8.
Well, 800 is almost as good as 1,000, but better than $100/M.

Update: I was able to get 1,000 in my cart for Small pistol primers. I guess they have slightly less propellant…

HazMat fee is a total money grab on primers, anyway. You could drop a brick of primers off a 2-story roof, and not a single one would go off. Only way any of them are going to go bang is if they are in a fire. lol

No, I'm not telling people to ship primers illegally. Just pointing out the obvious. lol

Hazmat labeling and the licensing/permitting of the shipper is required by federal law in the US under DOT regulations. There is no lawful shipping of primers without it (there are exceptions for primers in brass cartridges). The "fee" however, is totally at the discretion of the shipper. The shipper does have real and not just arbitrary expense to acquire and maintain their permit to ship hazardous materials. How much they decide to charge their customers to recoup that expense or profit over and above it is at their discretion and subject to market forces (how much their competitors are charging etc.)

Regulations concerning the shipping of small quantities of primers might seem irrational, but there are not many political points to be gained for a legislator that can claim they deregulated the shipping of explosives. I mean, I would totally appreciate it, but there is only downside in the spin. On the other hand, we have seen some progress in wiping out irrational regulations prohibiting "switch-blade" knives and other silly bans. In my state, we overturned the ban on "belt-buckle" knives. Pretty small step, but any relief from oppression is good thing.

I'm not sure why that would surprise you.
Are you saying that there was no labeling on the shipping container that indicated what was contained inside was a Hazmat product?

It isn't uncommon for vendors to include their shipping and Hazmat charges in the product price...they've been doing that for decades.

Ginex primers come in cartons of 5k, the last few that I've purchased, from two separate vendors, did not have Shipping or HazMat charges added separately.

The last couple of times I've been in a Sportsman's Warehouse, their asking price of primers was $59.95/1k...I'm pretty sure Hazmat was charge in their supply pipeline...but they didn't add it to their price if you bought more than 1k
 
There was a hazard diamond, but no wording, nor ORM-D.
It only had what you see on aerosol containers.
Really surprised me.
Adding Shipping, hazmat, AND sales tax has really added to the cost of purchasing components on line. Typically it almost doubles the cost of 1,000 primers. NONE of the local gunshops that carried components before’08, have resumed stocking. Several have cited liability insurance issues/costs. Others stated there’s no mark up room due to high cost of inventory…

Primers $55.95
Hazmat $25.00
Shipping $14.95
Sales tax ~$2.50
Total: $98.40 for 1,000
I got 1,000 from academy for $81.00
A significant savings.
And they had them in stock. They’ve already shipped.
None of my local Academy Sports stores have any. Nearest is 38miles, and sales tax is 10%. So, I saved not having to drive and pay higher taxes.

ORM-D is coming up on 3 years out of date.

The Limited Quantities warning for the stuff we care about here is just the diamond (white, with black top and bottom stripes). No letters or words.

I recently bought primers at Academy, $7.59/C for WW or CCI Small Pistol on the Academy Card.
I bought all 2200 WW at the local store, then ordered 3000 more. They came in promptly with no charge for shipping or hazmat, just www sales tax. That is the good part. The bad part is poor packaging. About 50 loose in the box, two on the floor, one on the porch, four missing. The first time I tried that deal, I lost 68 primers. An oddity is that two friends who ordered some got them in with the boxes taped shut and no leakers.

I order them from Academy all the time over 1000 and no issues. So far no issues with loose primers in the box. When I buy at the store and they are loose they tape the ends for me so they don't slide out of the sleeve...
 
Right, when they sell them by the 100 at the store, the trays are taped.
Seems like they could tape the boxes shut when they get a www order by the thousand.
As said, I know people who said theirs were taped.
Mine came in with three packing "pillows", two of them deflated, so no real stabilization of the primer boxes in the shipping carton at all.

I see they are back in stock at the store, maybe I will swing by and clean them out again.

I find this odd as when I go to their web page and look at primers everything is listed as 100 Count, only available in store and limited to 2. So also I was in our local store just last week and was again limited to the purchase of just 2 sleeves.

I don’t know which web site you are using. I just tried and was able to put 10 SRP in my cart. Still available in the checkout page.
 

can change location to any store and still comes back the same. In Store , limit 2.
Same here. As soon as I check the “Ship to me” option the only product listed is Federal 209-MZ primers. Everything else goes away. I tried ordering delivery and it is a solid nogo. Oh well.

I just ordered some from them it's a great price for these days.
I guess with the high prices of powder & bullets primers are starting to come down. I'm sure they won't come down to pre panic prices but any price drop is welcomed.
 
FWIW, there doesn't seem to be an 800 limit if picking up at my local Academy.

Charging a hazmat delivery fee for a pick up item would be like me paying income tax when I earn money and another tax on the same money when I spend or save it...

Not sure Academy has .gov skills...
