No, and who would really know it their gun was actually empty before getting shot or if they got shot while emptying their gun?

Sorry, can't follow your logic. If a someone is shot and their handgun is empty they'd count as "one". Accumulate them, and they make up a statistic.

He meant that there's really no way to make a distinction on if they used every round, then got shot, versus getting shot and then using the last of their rounds.
And to my knowledge, there's no database of the like. You'd have to dig through individual police reports, which may or may not specify "Mr. X fired Y rounds."
