When some refers to the DOJ they are probably referring to the PRK DOJ. Your fingerprints and info goes through the PRK DOJ before you get cleared for the permit. I applied for my permit in the beginning of June 1999 in Kern County. The County had no problem with my application and zipped it right along. The PRK DOJ took forever and my permit was not issued until February 2000!!! However, I have a Kern County CCW permit and I carry it anywhere in the state I happen to go. I am now at the In-Laws in Contra Costa County and if they have a problem with it, they will need to deal with it. It is good state wide.

Yeah I would get your citizenship issues in line before applying. My reason was I lived in the boonies and that I worked for a boys camp whose physical location was deep in the mountains of Tulare County, the office is at the 126/I-5 interchange there in Valencia, and I transport kids, payroll, supplies between my home in rural Kern County, those two places, and South Los Angeles (formerly South Central Los Angeles), Long Beach, Huntington Beach, Ventura, and Santa Maria. I have since moved to a municipal address, but as long as I keep my permit current and don't leave Kern County, I get to keep it.
 
Dav, I believe the approval process in SD is about the same in OC, must justify the need for concealed carry, my employees who are based in SD were able to get a CCW with a letter from the employer. Of course, I'm Pro RKBA, so I signed it with the possibility of getting sued if one of 'em would ever decide to use deadly force to stop a life threatening situation but that is what the insurance is for.

One of the reasons why we need a CCW is that we carry/transport valuable stuff to and fro our network ops centers, among other things. ;) :D

Overall, you just need to justify the need for a permit, like what the other folks have posted, your line of work or hobbies could very well qualify you for a CCW.
