Not a rifle stop, but a defensive use: In 1966 at the University of Texas, Allen Crum, a civilian, carried a rifle up the tower. IIRC, the rifle was an M1 Carbine. He guarded the exit at the observation deck while the two policemen engaged Charles Whitman. Crum fired one shot which may have distracted Whitman.

LOL, Crum had an ND. If it did distract Whitman (who was on the other side of the tower), then the benefit was unintentional.
