Here's an odd one:

I live in Northern Virginia and work in Maryland. I sold some 30 round mags online and need to ship to the buyer who lives in a non-ban state. There is a post office right by my office building in MD. I am usually stuck in horrible bumper to bumper traffic at the times the post office near my house is opening and closing. Can I legally ship the magazines FROM the MD post office?

You should be able to, and with no declaration. MD does not allow the purchase of mags over 10 rnds but its perfectly legal to buy them in VA and bring them into, and use them, in MD. You would not be legal to mail them from VA to MD, but mailing from MD does not break any laws.

It is 100% legal to own, and use, high capacity mags in MD. The only stipulation is that you can't purchase them, within the state of MD, after October 2013.

Any mags purchased before that are exempt (I've used a 75 drum on my AK pistol on my public range).

Any mags purchased outside of MD are also exempt.

All the dealers and FFL's here recommend a trip to PA or VA to legally purchase, and bring to MD, capacities greater than 10.
