US Secret Service agents also have the right, and the duty, to take a bullet from some deranged protestor trying to assassinate the President. Some people might consider that heroic, or at least worthy of respect. Senior Met officers fear a protester could be killed, particularly if an exclusion zone is put in place around the president as many in the USSS wish. The Met believes that if a demonstrator were to break through, the USSS "rules of engagement" could interpret this as a threat to Bush and result in a secret service agent shooting a civilian dead.
Why would anyone want to go to England?
So,...they're afraid that Bush's visit may be as violent as one of their own soccer games, which they seem to happily tolerate?
Of course some people stop better when they're dead.
