Average. At the show this last weekend, I saw two used 228s with the box and both 10 round mags for about that price.

I got my P228 in Dec 2003 for $450 (not incl. tax/transfer fees). It is a LE trade-in, featuring the old K-Kote finish, one 13-rd. preban mag, SIG-Lite night sights, and box.

I got my West German proofed SIG-SAUER 9m/m
P228 in October of 1998 with 2 pre-ban (13 rd)
hi-cap magazines and NO paper trail for $550
OTD!

Also, its a 1990 model with a very low serial #.
P228's were not introduced until 1989.

I'd offer $400.00 - $425.00 if you're only getting 1 mag. Got mine LNIB in Sept. '02 with 2 10 rd mags for $450.00, and I've seen similar examples at similar prices. Love mine, and I bet you'll love yours.
