Feathers are weighed using the avoirdupois scale, which is 7000 grains per pound, or 16 ounces per pound. You're thinking of the Troy weight scale used for precious metals, where there are 5,760 grains per pound, or 12 ounces per pound.
I ship and receive heavy items in USPS Flat Rate Boxes all the time, including lead ingots. You just have to make sure you double box at the very minumum, and the cargo can't move around in the box. Some Postal Annexes are rougher on packages than others, too, so lots of packaging and strong tape help to mitagate their carelessness.
