I would bet good sums of money that this was not the choice of one minimum-wage employee, but rather corporate decision.

I worked at a convenience store six miles down the road from a major military base and the only ID's we were supposed to accept were current drivers licenses--athough often, under certain circumstances, many military personnel are not required to renew their civilian licenses. The reason the corporate rule was made was that there was a phone number to the state police where we could call up and query the info on any current drivers license.
Not that any of us ever bothered to actually do that, but anyway.
That was the reason.

We basically accepted expired and out-of-state licenses with a mil ID anyway, but we weren't supposed to, according to corporate rules.
