Tannerite legal in PA?

Is Tannerite (the exploding rifle target) legal in PA?
I mean to set it off the way it was designed to be set off with a rifle bullet at over 100 yards away, not just possession of the components. I have some but it I think it may be illegal to mix the components and set it off in Maryland, so I was thinking about if it was possible to do it in PA legally instead.

Whether or not it's ALLOWED where you intend to shoot it you'll have to find out (some ranges are not OK with that sort of thing).
 
I know what Tannerite claims, and it probably is legal to possess in every state in seperate components form, but accoring to MD law, the way it is so inclusive in its wording, it may be illegal to mix the components and to set it off here. As an example it is legal to posses ammonium nitrate at the same time as possessing fuel oil, but as soon as the two are mixed together......

I believe the laws in PA are a whole lot more lax on the subject of exploding materials. I am not sure how lax though.
