I'm from Lincoln, NE
It is a fairly large city. Not NYC/Chicago standards of course, but it'd still take at least half an hour to cross at highway speeds.
And I agree, he should be cited. Firing bullets into the air is dangerous, and even if he was firing them into a safe backstop there's still the noise factor.
Right now, Lincoln's under the control of some very leftist liberals. They're driving businesses out left and right, upping taxes to fund their various schemes, etc...
They've also been trying to figure out how to block the CCW law passed in the chambers located in it's own downtown. I heard Omaha repealed it's anti-concealed carry law in response. The problem they have in Lincoln is that the state law would trump the city law, and have no chance of being grandfathered. They're moaning and complaining and seem willing to spend the city's money to try to fight it.
