1/8 should stabilize most any bullet weight you wanna throw.
As for what bullet and scope, we'll need more info. Are you punching holes in paper at 100yrds or are you going to turn prairie dogs into a fine, pink mist at 300yrds?
I have a Tikka in .30-'06 and I've been very surprised that it likes a huge range of different bullet types. With luck, your Tikka will exhibit similar qualities. I've been very happy with mine.
The 1:8 .223 Tikka is supposed to be a great rifle. I'd think the Nikon you have is just fine - depending of course on your intended use. But enjoy it. It's on my list of 'want to own' models for the next year so keep us posted on how it shoots.

My Buddy at the LGS propositioned me today about my Nikon scope that he needed for a customer. After some haggling, he ended up with my 3-9 Prostaff and. Ended up with a new 4-12 Vortex Diamondback. I think it will be ok. Will know a little more after I get it mounted.
