Transfers: Why the charge when receiving from other dealers but not distributors?

The shop where I used to work at charged $35.00. Not so much for the work involved, but we were a business with expenses. That 4473 had to be filed & kept for 20 years, always with the potential to be questioned during an audit or a trace. Not a lot of work, but could be a pain for many years.

In Texas I expect to pay about $25 for the service.

Just look at it from the standpoint of a carwash. The transfer gets cleaned up and you're on your way in a few minutes.
