As I suspected, a CFR violation.
Violations of the CFR are crimes just as violations of federal statutory law. This is roughly equal to a violation of 36CFR 2.4 - carrying a weapon in a National Park. If you pay the fine, you're pleading guilty.
I believe these violations are considered misdemeanors, the lawfully promulgated regulations have the full force and effect of law. I'm relegated to dial up for a couple weeks, so checking into that is a little time prohibitive. I still vote to talk to the lawyer...
