Upstate New York gun law question

Can anyone help with this question - A friend of mine owns a place in upstate NY but is a legal resident of another state. She also owns a handgun and would like to bring it with her when she stays in upstate NY - can she do that? This is not about carrying; she just wants to have the gun at the house.

As far as I can tell, she cannot. In NYS, you have to have a permit to even own/possess a pistol. Permits are only given to residents.
 
It's ridiculous. This person pays thousands of dollars a year in property and school taxes in NY. It seems completely wrong that she does not have the right to have a gun in her own home.
 
I think she should look into it with the local PD. After all, she is a part-time resident.
 
Your friend will need to apply for the license to own a pistol and have it sent to a gun shop. It needs to be entered into the CoBIS system with the NYSP, then be registered. Yes, it sucks.
 
Well I guess I will have to tell momma no trips to NY or NY State. Like Woody Hayes was about Mich. I am about States that are in violation of the Constitution regardless of the USSC ideas about it.

So far Ill, NY, NJ and Callie are my personal Will Never Visit in my Lifetime list.
 
Ask the local police for clarification, but until you hear from a trustworthy source (IANAL, but I just moved from upstate NY) I would not even touch a handgun until I had a permit. I have a friend back there that is a former sheriff, and "couldn't" fire any of his handguns when we went to the range.

Because I didn't have a permit. I am in the military, trusted with classified materials, but couldn't fire a friend's handguns, under his supervision, at a private range. Glad I moved.

::EDIT:: BTW, where in upstate? My family lived just outside Rochester, but I spent most of the last four years in Potsdam. Loved the area, and most of the people, just didn't appreciate cleaning the car off every morning, or even more-so the politics. That and our good Uncle Sam told me to report to Lackland, so... :)
