If this had been posted before, I missed it. This is my message and reply to the Utah BCI. Note their great spelling.
Message :
Dear Sir or Madam;
I have a query concerning the rules governing concealed
firearm permit holders. I have long held the understanding
that when a person carrying a concealed firearm has business
contact with a law enforcement officer, they are required
to voluntarily notify the officer that they are carrying
and show their permit. Has this law changed? I asked the
Attorney General's office, and they referred me to your
office. I and many of my friends would appreciate clarification in this matter, as we always respect the law and never
want to jeopardize our right to carry.

You are exactly right. The law has required you to notify law enforcement,but recently that law has changed. You no longer are required to notify law enforcement. Our sworn officers here at the bureau know, as law enforcement officers themselves,it is more comforting to know and appreciate it when people let them know they are carrying.
