Virginia Legislature Votes Veto Override Tomorrow April 8

Governor Kaine vetoed several excellent firearms bills passed by the Virginia state legislature this year. Tomorrow, April 8, the legislature will vote on overriding those vetoes.

I just sent the following e-mail to my state delegate and state senator:

I am writing to encourage you to vote today to override Governor
Kaine's vetos of the set of very reasonable bills concerning firearms
in Virginia that the Legislature passed this session. Each bill stands
on its own merits, and all of them are good laws for our state.

I fully support SB1035 to let a Right-to-Carry permit holder to
carry concealed in a restaurant, as long as he or she does not consume
alcohol. The current law, requiring such permit holders to change from
concealed to open carry when entering restaurants is just plain silly.
Further, citizens who take the time to obtain concealed handgun
permits are shown to be the most diligent, responsible, and
law-abiding group of citizens in the state. Further, the Governor's
statement that allowing concealed carry in restaurants puts the public
at risk is totally illogical. If anything, since we are talking about
the actively law-abiding CHP holders, it makes the public MORE safe.

Related to SB 1035, I support passage of SB877 to allow retired law
enforcement officers to carry concealed firearms in a restaurant that
serves alcoholic beverages. Unlike SB1035, this bill applies only to
retired law enforcement officers.

Recognizing exigencies of military life, please pass HB1851 to exempt
active duty military personnel or Virginia National Guardsmen from
Virginia’s “one-gun-a-month” handgun purchase limitation.

An extremely important bill needing passage over the veto is HB2528.
Gun buyback programs must be placed under the full authority of our
local elected government bodies, and not left to the personal
decisions of individual law enforcement or court officers. Further,
any guns obtained in such programs must be handled in accordance with
Federal law, and disposed of only through federal firearm license
(FFL) holders. This bill will ensure these provisions apply.

You and the rest of the legislature did the right thing in passing all
of these bills this year. Now, please finish the job and vote to make
them law.
