I had the same issue with my new Uncle Berti Walker last year...could not reset the barrel on the arbor, even with no wedge or cylinder involved--it hung up with the cyl pins just barely entering their mating holes, like yours.
It appeared to me that Uberti was trying to deal with the short arbor by tapering the arbor for a "jam-fit" friction lock at the right depth. A careful application of wet/dry 1000 grit with Remoil until the bluing was gone got me a good tight fit...but now it breaks down and reassembles easily enough to make my Howell .45lc conversion usable.
