Weatherby .223 Shoots Low

I leveled on the barrel. When it was level, I check the scope to see if it was level just by setting my level on the turret cover (see pics). the scope showed full bubble off when the barrel was running level. I know this was probably not the best method but my son has borrowed my little scope levels.
Wouldn't this be incorrectly folding in the taper of the barrel, and thus making both the scope and bore center-line point up?

I'm still feeling like we haven't gotten to the bottom of the problem, and given the magnitude that it should be possible to find. Is the top of the reciever just perfectly straight and round? If so, measuring to where the bottom of the scope sits on each base should help matters along.

BigD; not the same thing. Notice that the Weatherby package has Talley one piece rings.

It's obvious to me that the o-p's gun has the wrong front base.
It's not rocket science. The Vanguard uses the same bases as a Remington M700. The front base is supposed to be shorter than the rear.
 
Saw the exact same thing with a Howa .223 pretty much the same gun.Leupold bases so Leupold must have shipped more than one 700 ringset with the mismatched bases.Haven't talked to owner of the gun but his buddy said he changed mounts sighted right in.
 
Thanks for all the input guys. Turned out it was the owner who had bought mounts. So, it was not the fault of the manufacturer or dealer. From what I can tell he installed Browning A Bolt bases.
Put on correct Vanguard bases, bore-sited and was on paper at 100 yards. Scope tracked right in and shoots nice groups with my AR plinking load. Will get a hunting load sighted in soon.
