You posted ont he general handgun section but I assume that you said pistol you mean already an autoloader.

You can find used Glock around 350-400 dollars if you are into that sort of thing and don't forget the RIA 1911.
 
Maybe I'm biased but the best pistols for the money (quality and features) are the Bersa Thunders.

As a lighter and cheaper pistol you can buy the Thunder 380, which is a clone of the Walther PPK, for a "street price" of $260-280

The RIA 1911 is another good choice but is well over $400 (WA prices)

Very very good...they are better than some other pistols that cost much more...users (included for the other models) are, on average, extremely happy with it (me included)
Excellent Customer Support (if you ever need it...most likely not..)
Furthermore, it is a "field tested" pistol used by the Argentinian Armed Forces, Argentina Federal Police and several other LE agencies all across Latin America.

One of the reasons they do not cost much is because they are manufactured in Argentina and Brazil and the company does not spend one penny in advertisement. Finishing is not top notch..do not expect the "jewel like" appearance of a SIG...it is a very utilitarian, practical pistol, not a safe queen...

Team Bersa does very well in the IPSC competitions.

Look for law-enforcement trade in Glocks, S&W autoloaders, or Sigs. Currently W. German police tradein Sig P6 (225) models are about $350 to $400. Places to check are J&G Sales, Southern Ohio Gun, Century Arms, etc.

If you want a good gun for home defense and occasional target work, don't completely rule out revolvers. A used S&W Model 10/Military & Police model (name before 1957) is a great deal. High condition ones run $300 or less. No manual of arms to learn, no safeties to mess with. High quality gun at a good price still. Millions were made; easy to find.

This is an ass kicking Ruger p90 for $389.

Cant go wrong with anything mentioned. Good and great guns are out there for good prices.
 
I just picked up a Taurus PT745 in the .45 flavor,the PT145 is the same gun but higher capacity.I paid $389 + tax and this gun is perfect for ccw,and has a manual saftey wich is getting harder to find anymore.

You could find something like a Bersa, or Sigma new in that price range, but I prefer to buy "like new" or slighty used top shelf pistols in the same price range. They cost less because they have been previously owned. You do have to shop around and know what to look for. If I had $400 to spend on a pistol, I would look for a slightly used XD, CZ75, or 3rd generation S&W auto.
 
Bud's has a NIB CZ P-07 for 418 delivered. You'll have to pay transfer fee on top of that but that is fairly close to your budget and it is a great pistol especially at that price.
 
For what purpose?

I like S&W K-frames a lot and would start there if you want a revolver. An old Model 10?

In my semi-auto life, a Makarov is probably the most reliable, simple and agreeable. In my opinion, it's the only semi that's as reliable as a revolver. A Makarov jam is a rare, rare thing.
 
Just because a gun is lower priced, doesn't mean it is crap. The Bersa Thunder is probably on of the best kept secrets, and values, in the gun market today. Reliable, surprisingly accurate, and very comfortable. Don't expect 1911 style finishes, but you will be getting a very good gun. I LOVE the .380 myself.
 
You can get a police-surplus Walther P5 for under $400 at a couple of sites, including SOG. It's better than a Good pistol; the P5 is a classic pistol.
 
If you are looking for a pistol, S&W 59XX series are tough to beat for the $$$. If you want a revolver, try to find a 4" Ruger Security Six .357. They are tough as nails, inexpensive (I regularly see them at gun shows for less than $300), powerful and with a good holster and belt can be used as a CCW.
 
CZ P-07's, and CZ 75's in general and GREAT handguns. I suggest you buy one. Ultra reliable, well made, accurate.
