There is no permit in IL at all. Leos, some security guards and aldermen can carry that's it. There isn't even a BS discretionary system for affluent or politically connected people to legally carry. You can't do it. Period.
It's been traditional in Chicago for those in favored categories (determined by race, income and political connections) to be allowed to carry without credentials. With the right political connections, you can carry an unregistered handgun with the serial number obliterated. If stopped, you can demand that the police call downtown, whereupon you will be released... WITH your gun. And that's actually happened.
 
I was the average joe, I started washing hair for $65.00 a week in 3 years I was managing one of the salons my boss started opening, eventually there were 5, But I got my permit, before I was the actual owner, because the owner was not even in the same borough. So I had to make deposits payroll commisions etc, all of our managers had carry permits. That was before I bought out the original owner, "to be more specific". So if you were in a management position or owner in any store that did over 5000 dollars per day, you qualified, as long as you had a clear record. I had a little 1,400 square ft store on austin st,, the other 4 salons we co-manager, it was issued when my salary was around $500 per week, I would say that's an average joe ,who worked his way up from the bottom to owning the place. I had 30 employees in 1,400 sq ft, running 2 shifts, and no one used credit cards in my business until the 90's.But the fish store next to me had his, "he did 30,grand on the weekend, the 2 clothing stores accross from me, and most other larger volume stores either owned or managed by someone responsible for that cash, didn't have a problem, it's an old wives tale. Ask your friends who had business in the 5 boroughs of NY. If the owned auto repair, or bars, every owner had a carry license.
The problem was most people wouldn't or couldn't go through the process, it was time consuming, and you nede to have an attorney and accountant that knew you and would write the necessary letters. Plus a bank that would co-operate, my bank was no problem I asked for the letter and got it the next day. I don't know anything aboyt Ill. but New York, every store owner who did big business, had a permit.
 
By the way the year before I got mine, you didn't have to go to 1PP, the captain at your local precinct determined who got theirs and who didn't. When Police Plaza opened for business, they moved it all to the pistol licensing bureau downtown. At one point you got a captains card with some writing on the back saying if there was a problem to call his number, back in the 50's , That was the license.
 
As for Chicago.....

IL is a non-issue state. That's it. LEOSA might apply for some, PERC (private guard/security creds) may apply for some. Chi has it's own laws about Aldermen and such.

And THAT IS IT under rule of law as such.

As to what may be happening in practice????!!!!! Who knows....
 
And hard to find a place to shoot, there was one downtown that was always filled, and the private clubs like Glen cove pistol and rifle club, My uncle was one of the originals, you got a key and could go wheneve you wanted, but you had to be recommended by a member, and the largest one was the Nassau County Range, where mostlly gun clubs and cops went, you had to be in a club or forget about getting a lane. But that was not a bad thing either, at least you met some other guys who shared the same interest.
Then there was a hell hole in Jamaica Queens, that you needed a gun just to fight your way in and out, and don't even think of leaving your car outside.
We had 4 guys who worked in my store who had "target " permits, so we usually went once a week 'for years" to Nassau, or Sag Harbor for birds. Shotguns you needed a rifle/shotgun permit for in the 5 bouroughs. On L.I. you didn't need anything to buy a rifle or shotgun.It's hard to imagin after living in FL for almost 17 years, but you never saw gun stores, and there was no internet, just a few stores like Edlemans, on LI, or two near Police Plaza. No selection compared to now, either a smith or a colt revolver, or a walther , smith ,or colt, auto. Forget about getting special models, they gave you a purchase order ehrn you got your license, then you had 3 days maybe 4, to return with the gun, and they would put it on your license. The purchase order went to the police, to you and 1, to the store.So if they didn't have what you wanted, you really had a problem.
The best way was to find the gun before you got the license, pay the guy to hold it, "pay for it up front sometimes, then when you got the purchase order the gun was there. Nightmare scenario.When I moved down here it was like a big candystore. My first gun show burned my eyes, strippers buying glocks, I thought I was in heaven.
 
Carrying $50,000/day, or even $5,000/day, is not an average Joe.

Hmmmm, sounds as if certain municipalities need to review the "what part of will not be infringed" do you not understand?

Of course, the first two are simply happenstance...the third requires some effort, and a large measure of luck.
The fourth more closely approximates the reality of the situation...some effort, a large measure of luck and some serious political connections...
 
It is common for businesses like liquor stores, gas stations, pawn shops, barbers, etc to have a lot of cash. These are small family owned businesses. You need cash just to operate.
 
I knew this one guy that had a permit in both places, he said he always had to draw it when he wanted to get ahead of the guy infront of him in line. He always ended up showing it off in playgrounds with kids playing to people he didn't even know. ONCE he actually pulled it when the clerk at Starbucks got his order wrong! :eek:

Also reminds me on the shootouts that happen everyday in Arizona since they passed Constitutional Carry...
 
Razor has it right. Any store like aliquor clothing gas station does or did more that $5000 per day or they would be out of business in NY. Your stock comes in, and many people only wanted cash in the 70-90's, so if you got 20 cases of vodka,scotch, Gin etc, it adds up fast. We did 100 clients per day on the average, they all had tickets averaging 75 dollars, just do the math. Weekends were 18,000. in 2 days easily. That doesent make you rich, thats a overhead where your employees get half right off the top, before supplies bills electric, rent, easily 10 grand, and all of the taxes levied on you. But the fact of the matter is that you still had the cash in hand. Therefore you got to carry.A silver spoon starts out with more than $65.00 a week doing shampoos, if you work hard you can acheive anything, if you are lazy and don't take chances, you get what you worked for.
People who make 6 figure incomes can't get guns because they don't andle cash, they get a paycheck. Your local garage owner has to have cash around for parts he is may need, or a car he may buy on the cheap. Doesn't mke him privaliged, that's just blue collar work, everyone wants cash.
