Which one?

Never thought I'd make a thread like this, but I'm having a hard time making up my mind. I want a new gun and the two I'm looking at that fit the current budget are a S&W MP9c and a 3" J frame in .357, I think it's a 60, but not really sure on the model numbers for the revos. One of the deciding factors is the internal lock on the revo. But if anyone makes a kit to plug the hole after I take the lock out then that would be a non-issue. That's assuming the lock can even be taken out.

I have a M&P compact nine and have owned and shot revolvers similar in size to your Smith. The M&P is only slightly larger in height and length (though it is somewhat thick), holds over twice as many of what I believe to be a more effective cartridge, has far less recoil, better sights and an easy trigger pull, and is available without a lock. I no longer even own any small-frame revolvers.

I am sure the "revolver "homers'" will disagree.

In all seriousness, I'd take the Model 60. It's a time-proven design and is one of the best feeling firearms I've ever held (note, I have never shot either gun). Also a 3'' is one of the best barrel lengths- compromise between concealabilty and shootability.
But go with what fits you best.

If can, shoot both to see which one fits you best.

I am partial to 3" revolvers, and 3" J and K frames are great guns.

Then again if you don't get the 3" Model 60 , some Curmudgeon will end up with it, which is a good thing.

I have owned a J with 3" HB since the early 70s as a LEOs back
up. Will never part with it. Repaced the tiny hand grips with
wood Mustang with a couple of finger memory grooves.

I would (and did) buy the J frame.
A 3" Model 60 is a good revolver.
