As a practical matter third party sources are not nearly as good as just reading what the law actually is. They might be a starting point but should never be an ending point. The above is a case in point. The Utah law has been changed for a fairly long time. The changed in beginning of '09. Interestingly it took effect in May of '09 which is what that NRA source is dated. If one really wants to know the law it is necessary to read the actual code and then check for case law interpreting it. Of course that is hard to do for 50 states. That is why third party sources are a useful starting point.
