I don't know a BB will penetrate or cut, but I'll bet a CB cap out of a .22 will.

There is the option to hire an illegal alien to do it; he'll bring it in ontime and under budget.

yes, they are accurate enough.
Go pick up one of the 1000 fps gamo type pellet rifle.
They cost about $100, and they are loads of fun,
and you could probably cut the wire with it. Might take a couple hits though.

Shoot an arrow with monofiliment fishing line over the wire. Use that to pull up a saw with a long rope on both ends. Then just go back and forth with the saw on the wire. That might cut it for you.
