France’s answer to terrorism: The Law of Suspects

On April 5, 1793, decorated French military commander Charles Dumouriez caused a sensational panic in Paris when he fled the country and defected to Austria.

It had been nearly four years since French peasants stormed the Bastille, the event that historians generally regard as the start of the French Revolution.

And hardly a week had gone by since without some major crisis, emergency, or tragedy in France.

There were regular violent riots across the country-- in Paris, other major cities, and even the rural countryside. Widespread massacres were commonplace.

And given that one of the key goals of France’s new revolutionary government was to eliminate Christianity from the nation, civil war between religious factions broke out as well.

To cap things off, France was under constant threat of foreign invasion.

Austria and Prussia were not only waging conventional war against France, but both nations had sent highly trained agents to infiltrate French borders to pursue violence and chaos from within.

It was exhausting. French people were living in perpetual fear, and the wanton death of innocents had become an unfortunately normal part of life.

So when it was found that Dumouriez (a French citizen) had defected to the enemy, people hit their breaking points. Enough was enough. And they cried out to the government to save them.

The government listened.

The very next day, on April 6, 1793, the new French government established the Committee of Public Safety (though it was originally known as the Danton Committee).

The Committee was given broad, emergency powers since it was a time of such crisis.

And under the leadership Maximilien Robespierre, the French people got their protection.

Robespierre passed the ‘Law of Suspects’, allowing the government to essentially imprison anyone they wanted for any reason.

It was impossible to tell friend from foe back then; you never knew if someone was a loyalist, or a Christian, or an Austrian spy, or any number of counter-revolutionaries.

So people were required to carry special certificates indicating that they were good and dutiful citizens. Those without would be imprisoned, and potentially executed.

The University of Chicago estimates that nearly 30,000 either died in prison or were executed as a result of this law.

Then there was the Law of the Maximum, which attempted to stabilize an ongoing financial crisis by fixing the prices of goods and services in the country. The law also imposed the death penalty on those who did not follow the rules.

They also passed the Law of 22 Prairial, which awarded the Committee even more power to arrest, try, and execute anyone deemed to be suspicious or disloyal.

The law also prevented anyone accused of a crime from being able to call witnesses or have defense counsel.

Plus it required that ALL citizens report potentially suspicious or disloyal neighbors to the Committee. If you see something, say something.

As you are likely well aware, this period in French history became known as the Reign of Terror, or often simply ‘the Terror’.

Coincidentally, this is where the first modern use of the word ‘terrorist’ is found.

Except that it wasn’t used to describe the counter-revolutionaries. Or the rebels. Or the foreign agents.

It turns out that “terrorist” was originally a term used to describe the government officials who created and executed these oppressive tactics under the guise of keeping people safe from their enemies.

Governments have a dangerous tendency to never let a serious crisis go to waste.

The US government spent trillions of taxpayer dollars to fight a War on Terror that made the world less safe and Americans less free, all to protect them from a threat that has a statistical likelihood of 0.0%.

(You’re far more likely to be shot by a police officer than to ever even see a terrorist.)

Yes, the desire for revenge runs deep. And that’s understandable.

But the greatest thing to fear is not men in caves. It is the consequent loss of freedom and the never-ending cycle of costly, destructive war.

While the 2nd Amendment is to guarantee us the means of guarding our freedom we must remember that it is there to guard all our freedoms.
 
I brought two bottles of French wine today to support France and utilize my right to enjoy a good alcoholic beverage whenever I feel like it despite anyone elses backwards, koo koo, cockamainy delusions of religious grandeur.

These seudo jihadist have made a leap from self centered delusions of prophetic grandeur to thinking they as great as Allah himself and see nothing wrong with murdering people over trivial disagreements over religeous beliefs in their own society and, as evidenced in France and different countries abroad, other societies not their own which do not embrace their backwards belief that they are clean and righteous enough to kill people for sins that are often far less worse than the sins they commit themselves.

I don't see any evidence that France is resorting to the same extremist behaviors that many countries have as well resorted to in darker times long ago but I do see some of that type of hysteria begining to be expressed in some of the forums here.

Thankfully France and most of the world have put the dark ages behind them and have learned not to persue extremism and superstition as a solution to address issues which have plagued and confounded mankind from it's inception. Isis is no different than any other ignorant religeous or political organization that has resorted to extremist intolerance. They are the nazi party of the middle east with a different face but the same old lies and fruitless excuses for the multiple murders they commit, unfortunately they are not the only ones in this world and we do have some right here in this country and others whether they use Islam, Christianity, race, or whatever this is the type of activity whether legally endorsed or not that happens when they are allowed to thrive.

I trust the French will, like all of us, learn from past mistakes and take the necessary steps to correct them. The US has also made a few mistakes just like everyone else. Hopefully the nations and people that represent freedom will work together to get us all through this.

I will not be buying much gasoline for a while either.

I was disturbed to read suggestions of allowing thousands of human beings to be left penned up to be slaughtered in the name of securing our borders.

While fleeing refugees attempting to keep themselves and their families alive may be one avenue for terrorists to slip past borders it is by no means a wide open portal that will allow "floods of terrorists" to come in. The holes in our borders security are gaping and nothing nothing is being done to address it. These include the massive amounts of shipping containers, massive amounts, that are absolutely unchecked that are used by human traffickers all the time, not to mention the huge amount of trucks that cross the borders unchecked not to mention the unchecked borders that are brazenly openly used by druglords to go about their business all the time who are very much feared by the border patrol (I have heard they are terrified of them.)

Even if all of that was half addressed (which I don't see happening) determined fanatics are going to find a way in especially if they are assisted by countries who have an interest in it.

Don't skapegoat poor refugees who 9 out of 10 times are human beings in need of human support. Refugess can also be good allies to have on out side. We may need friends like them.

I remember there was a muslim in NYC who stopped a terrorist attack flat by reporting it to police because he could not bear the innocent lives lost on his conscience. His report saved lives and they were arrested without any bloodshed but he was treated with absolute contempt by the police and others. That is a bad message to send out to the people who may be the only ones who can save your rump and mine from being roasted.

Even if you think it's a drop in the bucket one way we can fight back is to make sure the money you spend does not go to anyone suspected of supporting these extremist in any way. Right now unfortunately the biggest suspect is the oil companies. My gut tells me some entity brought a whole lot of oil for cheap and the money was used by these extremist to buy all the tools and support they need to carry out attacks like this.

Talk with your wallet trust me when you do people will listen.

Part of our problem is that our "sheepdog" culture has become a bloated parody of itself that has traded a good education in civics and history for a homogenous narrative popularized by wannabes and fat guys in easy chairs who think buying shirts from ranger up makes them operators.

We're a nation of immigrants. We're a nation with a well regulated civilian militia, intended to be the sheepdogs of which so many speak. So, xenophobia and fear are ideas that should be anathema to us as Americans.

If we have sheep of more than one color, or new sheep from faraway want to come to our flock to escape the depredations of wolves, then we open the ranks and let them in because that's what we do. We're nothing without the sheep. And the more sheep the merrier, because some of those sheep will become sheepdogs better than us.

And if there are some wolves in sheeps clothing, then they will maybe make a lot of big plans in the wolf clubhouse, but once they get here they'll see that it's not so easy with sheepdogs on the spectrum from almost a sheep ---- all the way to almost a wolf are everywhere. And if they get one of us, then probably 2 more will pop up to take our place while the wolves get ventilated and ground into a fine powder.

It's part of our onus to be the militia as Americans. It's part of our burden as Americans to accept refugees along the lines of the Statue of Liberty's iconic lines. And there will always be wolves, which is why there always needs to be sheepdogs who are more than fat guys who know how to use internal language and buy the right toys.

Bring on the refugees. Let them see how great it is here and that we're decent and kind people. Let us help to create their peace and safety, because that's who we are and because they need it desperately.

To hell with the hand wringers on the left and right who want to fearmonger us into backing down and not doing our duty as Americans and our honor as human beings to protect these lost sheep.
 
The U.S. must employ extremely rigorous screening procedures in regards to admitting any Syrian refugees as well as other assorted asylum seekers.

Unchecked immigration and illegal entry can’t continue in a sovereign nation and a Constitutional republic with a right to keep and bear arms.
 
Interesting post. It's ironic that the ideas (ideals?) of "liberty, equality, and fraternity" were being promoted at the same time. Maybe someone will learn this time. I'm sure there are a few people paying attention out there now as then. After all, French is known throughout the world. Somebody must have done something right.

I can agree with most of this. Immigration is what we are. Heck Texas was taken from Mexico by illegal immigration by the anglos.

What we need is rigorous screening to ensure we aren't allowing known terrorists in, NO HANDOUTS, and a population willing to take responsibility for their own self protection.

I disagree. It is what we were. The country was once empty. Far from it now. Islam is more than a religion, it is more of a tyranny than a religion. If you guys want those folks for neighbors you had better pass laws that defang the legality of Islam being a religion or our heritage is doomed. As well as all the other freedoms we take for granted. If you think cultural savages are the same as the european immigration that built this country you are sadly mistaken. The brainwashing of the public has been so complete that many believe everyone is the same the world over. Travel and wake up. Visit the muslim communities in england or michigan. See how tolerant they are of outsiders. Wake up.
 
Saw a video posted on Facebook this morning with a purportedly german woman, on the verge of tears, complaining about the increase of violence and crime that has arrived with the refugees in her neighborhood, along with an appeal that "somebody has to do something about this!"

I should state that i take the contents of the video with a grain of salt, as i try to cast a slightly critical eye to all propaganda, whatever the source or agenda. But it did strike me as ironic, as i can all too easily see those in this country clamoring for stricter gun control shouting the same thing over and over. Heck, they shout it now.

I thought about how grateful i am that MY country's Constitution provides that all law-abiding citizens should have the right to the means to protect THEMSELVES from such things, assuming they have the personal constitution to stand for such.

God bless America...

So exactly how do you do that?

The US doesn't have an embassy in Syria or Libya anymore. Jordan and Turkey are being overrun with refugees so they can't process visas for everyone that wants to come to the US.

In order to "screen" someone you have to have the help of the country where they have resided. Lots of people immigrate here every year but they go through the embassies. No embassy, no visa, no entry. Your permission to enter the US starts in the country that you are leaving which is common for all countries.

I agree, refugees have a special problem but you really can't blame someone for not wanting to deal with a refugees politics because you really don't know anything about them. I don't think Europe is all that anxious to let them in after what happened.

I would like to add that not giving sanctuary to these refugees due to fear terrorists will infiltrate is about as sensible as becoming a vegetarian because a small percentage of our population dies each year from E Coli bacteria infiltrating hamburgers.

Every member of THR should realize that the World will change, as it always has, and maybe not today, or tomorrow, but someday, maybe years, decades, or centuries from now some of your descendants will be refugees. Now is our time to pay it forward.

That's a terrible analogy. Yes, a very small percentage of France's population died a few days ago. Do you consider the number acceptable?

Terrible analogy? Last I heard they "think" one (1) of the terrorists posed as a refugee to enter France. Don't try to smear me as being heartless by implying you need to ask me if I thought the number of deaths in Paris could be considered acceptable.

Gee I seem to recall we have seen in our lifetimes Christians and Jews killing for what they believe is justifiable that most people do not believe is justifiable. Open a newspaper and some books about the last 100 years of history.

I won't allow myself to get caught up in an argument that I know I can not conduct in a high road manner. So I will make this commentary and then leave this thread.

Anyone who believes it is a good idea to bring in the hoards of Islamic so called refugees is ignoring the facts of what is going on in Europe.

The vast majority of refugees there are male and in their late teens and 20's.
They are not fleeing refugee's, they are invading with the intent of turning Europe into an Islamic state. They are making demands of the governments there to surrender to their will. They are intent on breeding with the women as part of overwhelming the population with Islamic children. They are commiting gang rape on women as young as 7 years old to spread their seed.
I could go on , but I would waste my time on those who look at taking them in as some sort of duty we have as Americans. If you want to be informed you must open yuour eyes and pay attention to whats going on in Europe.

If you choose to not educate yourself , then go ahead and welcome another nail in the coffin of what used to be a great country .

You think he realizes this is actually an argument against borderless policies?

It is plain fact that the influx of large numbers of immigrants --especially refugees-- has always resulted in a burden on the host, and a stressful situation on the refugees, resulting in consistent civil unrest. And that is assuming no ulterior motives precipitating their migration (this isn't so much a case of "good Germans" and "bad Germans," as "good Nazis" and "bad Nazis"). Literally no one ever wants to deal with these types, least of all the locals, since it is clearly a no-win situation. Anyone advocating for them to be taken in, is either offloading them or has no intention of participating in the sacrifice themselves. They will surrender none of their own rooms. 90% of Muslim Americans vote (D), probably for understandable reasons. This does not change the boldly political nature of this move, or its effect.

Back to the topic, France has consistently shown an inability to uphold its three ideals in times of turmoil, so now will probably be no different. Already we see shady corners of their 'democratic' government poking out further, like emergency powers spread over the nation, and bans on public assembly. Add to that a physically and morally disarmed populace, and there is nothing to prevent abuses and ovrrreaches by officials.

BTW, not all the Syrian refugees are Islamic. Syria also has a significant population of Christians, some of which have become refugees.

As we've seen so many times by our current administration, this issue has been presented with false choices. We either take in the refugees or leave them there at their peril. There's another option, where we work with countries in the Middle East to establish a safe harbor for them. I understand that this will be difficult based on the debacle that's currently our foreign policy, but it's an option that's being ignored.

I'm first generation, with my parents coming here from Poland immediately after WW2. I could bore you for hours with stories of what the Nazi's did to my family, but my point is I understand the plight of people seeking to escape their situation and looking for a better life here and am not unsympathetic to them. I do, however, have a problem with the fact that ISIS is telling us that they're inserting their members into the refugee population and us subsequently welcoming them in. Should we help those who need help? Absolutely. Should we be smart about it and do so without importing terrorists? Of course.

Compassion for folks who would rather behead you, destroy centuries-old churches in the Middle East? Rape, torture and merciless killing of innocent civilians - even in their own area they control? They have ZERO compassion for anything outside of their extreme dogma. The muslims in Africa are torturing and raping and killing thousands.
I have yet to see any compassion.
