Not in my experience. Local gun shop has plenty of primers for sale, bullets can be had quite easily online (and cheaply too if you use lead), brass is for sale everywhere if you need it, and powder doesn't seem to be in short supply around here.
If you shoot on a range where no one cleans up their brass, you are in a better situation than most. Pick up all the brass, sort it, keep the brass you need, and sell the rest on forums like this one. You can cut the price of reloading even further by doing that. You can buy just about everything you need to handload for about $300 new (less if you buy Lee products or used items).
As far as cost savings, I can handload 1000 rounds of .38 Special or 9x19 for about $75-$85, depending on prices of components. 500 rounds of WWB 9x19 at WallyWorld is $113 including tax around here, if you can find that much. So, even for 9x19, which is going to be the least savings, its less than half the cost to handload the ammo, and the ammo you handload will be better than WWB once you get the hang of it. The savings on .38 Special are even greater, and my handloaded .38 Special is much better than anything WallyWorld sells.
It costs me more to handload .45ACP and .44 Special due to more expensive bullets, but I can still do 1000 of either for around $125 or so. $125/k is a substantial savings over factory .45ACP, but its out of sight savings on .44 Special. I hate to think what 1000 factory .44 Specials cost. I get 240 grain RNFP .430 bullets for about the same price at 230 grain RNL .452 bullets, and everything else is the same cost, assuming I use my own brass. Buying .44 Special brass is more expensive, but it still amounts to huge savings.
Time it does take, but spending an hour a day handloading will save you a ton of money over time, and its a fun hobby.
