I've had this discussion on another forum where LEO and Military talk (in general) on clearing rooms. It seems to be more important on layout of house than technique. There are fundamentals though and they are talked about above. I have had to go up more than down and I still think down is easier. It is not the same as a door way you are not outlined in a stairwell. Safest bet is to have two safe rooms if you have family up and down. Wait for the cops. If you must go up or down stealth and observation is the key. Don't run up or down the steps that will be fatal if someone is in there with a firearm.
No one knows the layout of your home better than you. I can walk through mine in total darkness. Stay low, be quiet, listen, and utilize the vampire lighting in your house and study outlines completely.
