I'm also echoing the Saiga. Minis cost around $600 nowadays, with Kel-Tecs around the same range(when you can find them). I'd go for the Saiga if you're going for cheapest. I have one and I'm smitten.

in order of getting pricier saiga, keltec ruger, ar kit gun (dsa blem lower+delton kit. 66+490) complete ar. sig 556. AUG.

there is also the cz vz58? and some ak clones chambered in 223, but I don't know pricing. vepr?

Another vote for the Saiga. Genuine Russian AK variant, chrome-lined barrel, tough a nails, easy (with the tools and skills ) to convert for a pistol grip, and affordable. I put a 4x inexpensive compact scope on mine and can ring the 300 yd. gong at my range every time.
