I can't help but feel people are not getting the point.
This is not about giving away your only rifle to your neighbor whos dog poops on your lawn everyday (hate that guy). This is about having extra tools to give away to ensure the survival of your fellow man and increase your own chances of survival.
When somebody wants to accomplish something (say rob you of your supplies, like we saw during Hurrican Katrina) they will get others to help them if they are smart. If you are smart you would do the same, and you would arm them too. If you don't trust your neigbors or hell, anybody, thats fine, but there is saftey in numbers.
Not everyone has a survival retreat, a bug out bag and a bug out vehicle. For some people surviving is making due with what they have where they are. I would say a cheap rfle and ammo would be a great investment. If I stay here in Sprallville, USA during a suspension of services, food may get tight with all the mouths to feed and nothing to feed them. I will have to protect my food supplies. I may have to harvest small game. I may need to cross hundreds of miles of heavily settled land to escape hunger-land. I may need to harvest large game once I escape. I may need to trade valuables to ensure I can accomplish any of this tasks. Extra fireams and people will help you do this. Maybe the guy whos dog poops on your law does not seem like such a bad guy anymore...
If you already live in a rural neighborhoood with armed neighbors that you do not trust then you obviously would have no reason to give away your weapons.
