If price wasn't a factor? Norma, by a long shot. Highest quality ammo. Evidently, they are aware of this because they are priced like holy relics.
For the price? Federal. They have different qualities of ammo from blue box to premium, but it all fires extremely well IMHO. It's hard to find a .308 round that is cheaper than blue box, that fires as nicely. Sure, you've got Wolf and the bear thingie, but they're usually berdan primed steel cases (AKA unreloadable crap) that shoots dirty and is only useful for getting the bullet out of the barrel in some manner.
