Best Budget Bolt Action?

The bolt action has been around so long, and is so basic, that you will be hard pressed to find on that doesn't work propeerly. the trick then is to find one that fits you properly and is easy to get in place, fire, and recycle. That being said, you can't go wrong with a Remington 700 aas long as it fits.
 
Savage. It is highly upgradable with tons of aftermarket support in barrels, stocks, triggers, bases, and the likes. Savages are very frequently used as a base for precision rifles.

In my opinion the best thing about them is their switch barrel capability. Have a 30-06, but you would rather shoot .223 today? You can change it out in less than 30 minutes. Then you can swap it to a 300 win mag after that for hunting on the weekend. You could literally have dozens of calibers you could shoot from one gun (although truthfully that would be crazy expensive to set up). Can't do that with any of the others.
 
Ruger American Line

You might want to take a look at Ruger's [New] America line. They finally have hit upon something that is more affordable with the new .22LR. Also to compete with CZ's 455 line for accuracy. The other calibers might be very accurate too. Just say'n
 
Maybe Ruger has cooked up something new with their American line but I'd really love to see any stock Ruger keep up with a CZ. I've owned a 77/22 and own a 10/22 and neither was or is the shooter that my 452 is. Had it not been for the initial price cap I would have recommended the CZ without hesitation, though it's not much beyond that $400 limit. No disrespect to Ruger but supreme accuracy in rimfires ain't their forte.

First group ever from a box stock CZ, shots 1-5 at 25 yds. with Aguila SE subsonic 40 gr., iron sights. Bear in mind, I'm not a spectacular shot and this was $3/box ammo at last year's prices, firing from a clean bore while wearing heavy gloves (11F temp. that day) and you'll note from the shadows in pic #1 with the sun in my eyes. I couldn't even make out the Sharpie lines so I aimed at the sunlight through the backstop.
