Body armor? If one is wearing body armor, it should be whenever you are carrying. NOT when you go out to do a special activity, such as patrolling your neighborhood. If you feel that patrolling your neighborhood carries a higher risk than regular everyday activities, then perhaps YOU SHOULDN'T DO IT AT ALL!!!
