Despite the 9mm passing the FBI requirements over a decade earlier, still this in the year 2011:

Where are you seeing that 9mm was passing the FBI testing protocol a decade earlier than 2011?

Those CHP results are not, in and of themselves, evidence that the loads passed the FBI testing protocol. The FBI testing protocol (as explained in detail in the first post of this thread) is much more complex than basic penetration testing which appears to be what generated the CHP results.

anyone know what the FBI protocol is for when to bail on use of a handgun, and call in the rifles, or find a sniper with a scoped rifle? all the FBI protocol discussions on handgun ammo roll back to the Miami shootout, and if they had one guy set up with a decent scoped rife, nobody would even know that event took place as it would not be famous. I'd think it would have ended in .5 seconds.
