^^ I wanna shop where you are. If I could find Beretta 21A pistols for south of two bills around here, I'd probably have as many as I found.

Same for any Model 64 S&W revolvers I found for below three. Even the 10 revolvers run north of $400 here.

The other prices you offer are pretty much in line with what I see here, though. I have seen a lot of decent deals lately; I'm kinds regretting not picking up the S&W 457 I saw last weekend for $300, and it included four magazines (two standard and two ex-caps.)
 
heritage single action revolver, roughrider, 22lr/wmr, priced at mid $100s. s/a is great tool for learning, loaded with speer gold dot 22wmr is credible for static defense in the hands of a trained shooter.

At a hundred bucks the best bet is a single shot shotgun from a pawn shop or a cheap 22 semi rifle. Aside from those my recommendation would be to get an air horn and a can of bear spray. Though if you really want SD I always think showing how crazy you are is a great choice if you don't have proper tools...hair spray and cigarette lighter? Firemans ax? Dummy grenades?

200 bucks kicks the door open to shotguns. Good options on pumps in that price range, especially if she's willing to wait for a fall hunting sale. I recommend the NEF pardner pump youth model. My wife is good with it, 20 ga 5+1. I'm still liking the grenade idea though.

300 bucks gets a SCCY or a keltec, ruger LCP, more shotguns, and probably a used Marlin 336. That's thinking outside the box but they sure are handy and quick. 300 also gets her into a Taurus 85 or charter arms revolver. Shop around, good deals to be had.

400 bucks finds used glock 26,27,42,43 and a whole host of other good guns. Smith 642 can be found around 400, so that's my suggestion. It probably blows the budget by about 25 bucks.
 
$100- I got nuthin'. Maybe a used Hi-Point.
$200- Used (maybe new on sale) 20 ga. pump or Taurus PT111G2.
$300- New 20 ga. pump, S&W Shield, trade-in G17 or G19.
$400- Many options available. At this $, I'd suggest a new 20ga. pump or a PT111G, and the rest in ammo/training.
