Which powder you using?
One of my loads with a 124/125gr FMJ bullet is 4.8gr W231/HP-38 but I have also gone to 5.0gr with no problems. I also used a longer OAL.Never mind. Saw it. For hp 38/win231 I have used as high as 5 grains. Haven't done much power pistol at all so I can't help you there.
Yes, load data is for thicker plated Berry's bullets but they are comparable to jacketed and I load Berry's HBRN-TP to full jacketed load data. I have used same load data with FMJ/JHP bullets with good results, at least for Titegroup and W231/HP-38.Those are the Berry's plated bullets though, right? These are FMJ, wouldn't I be able to go a bit faster?

I usually load 124 gr FMJ/RN with 4.0 gr of Titegroup and 4.3 gr of W231/HP-38 loaded to 1.135"-1.145". I usually load 124 gr JHP higher than Hodgdon published max because I use longer than published OAL, around 1.125".
