Unlocked blowback .22 LR Ruger MkII will function with a missing or broken extractor, extracting and ejecting by residual gas pressure in the barrel.
Recoil operated .45 ACP M1911 does not unlock the barrel and slide until residual pressure in the barrel is near zero,: extraction and ejection is mechanical by the extractor and rearward momentum of the slide with no assist from pressure. An M1911 with broken or missing extractor will not extract the empty from the firing chamber. A worn extractor tip or extractor that has lost its springiness won't reliably extract empties from the firing chamber either.
German shooters of antique C96s report trimming .38 Spl casings to length, turning off the rim, resizing to 7.63 Mauser dimensions, loading to 7.63 Mauser spex and shooting the cheap handlods in their C96s without extractors. Extraction and ejection is accomplished via residual gas pressure in the barrel. Like the M1911 the C96 is recoil operated, but like the Ruger MkII extraction is residual gas-assisted.
I do not believe there is a rule about modern selbstgeladen pistole design that that the C96 does not violate. Or twist its own way.
