A problem here is that he wants an HD gun. If he's dead set on something which can (a) reach out and smack something and (b) be used for "social work", he'll probably want some kind of semiautomatic carbine.
Which puts him in SKS land, since the things are usually accurate enough to be fun plinkers out to a couple hundred yards.
$150 will get him a nice Yugo SKS (after transfer and whatnot), $120 will get him a nice sidemount scope, $20 will get him the mount, and the remainder (well, plus a little) should be enough to get a gunsmith to mount the damn thing for him.
