Indiana Permit Applications Held 7 Days by Local PD?

A fellow employee applied for his Indiana permit several days ago and then received a letter in the mail from the Chief of Police stating:

Your application will be held at the XXX Police Department for seven working days pending an internal records check. I will sign my approval after the seven-day period.

If approved, you may pick up your application and a pre-addressed envelope at the XXX Police Department. You will then mail your application, fingerprint card and $75 postal money order or certified check, made payable to the State of Indiana, to the Indiana State Police.

I last renewed mine in '05 just before the lifetime permit changes passed. I walked in and filled out the paperwork, they took fresh finger prints, notarized it for me for an extra $1 and then stuffed it all in the ISP envelope with my check and handed it back telling me how much postage I need.

Anyone (El Tejon?) know if this is just the new routine or is this PD jerking people around to put them off?

My local PD (Brownsburg) did all that for me... Very strange.

Did your coworker not take the money order with him/her?
 
The local PD does the initial background check of the applications. I was told that depending on the city/county they may or may not send it off for you. If they do not send it off for you then you will have to pick it up and send it to the ISP like the letter said.

The seven days must just be their processing time.

Also if for some reason the chief denies the application it still can be sent to the ISP for finial review.

When I sent mine in my local PD did everything so I just had to wait for it to come in the mail.
 
My PD (SW Indiana) does something similar. Their expl. is they do their own local background check. Seems a waste. Doesn't expedite matters whatsoever.
 
Thanks everyone. It doesn't really answer the question of whether it's legal but at least acceptable and not uncommon.

I had thought that the legislature had taken that option away from the local departments due to a few who where basically denying permits by simply not approving any of them at all. But if they've set a deadline for the departments to forward whether they've checked them or not then that seems a good balance I suppose.

Still, I'm thankful I live where I live and don't have to deal with it!

I have not heard of PDs keeping applications for 7 days before. Why it would take this long, I do not know. It bears watching as 7 days could turn into 30 or 60 or 90.:uhoh: Have you contacted ISRPA about this procedure?

The clerk at the counter at the Lafayette Police Department said she would "get it down there today in the mail." Of course, with all the applications that LPD has on file for me (dealer, C&R, Form 4s, etc.), one more piece of paper may explode the file.:D

Thanks El T, it's been just a few years (I had Fort Wayne on the brain rather than Gary, too) so I appreciate the Kellogg information!

Your point was the exact reason for my concern. But things change and I wanted to be sure it wasn't an acceptable practice I've simply been fortunate enough not to have run into or it was something recently added.

This young man was actually concerned he might not get "approved" by the Chief for his lifetime permit and that irked me something fierce!

I may drop a note to ISRPA...

On the flip side, included with the aforementioned letter were 2 additional sheets; one with the a copy of IC 35-41-3-2 on the use of deadly force and the second ISP's safety sheet "Important Firearm Injury Prevention Information". Good information for anyone to re-read regularly.

My first time application took a while to be mailed back to me by the Lafayette PD. Think 2 weeks, which is twice the 7 days the OP had to go through.

The local PD has to do a background check, so maybe El Tejon doesn't go through the process because he is renewing. No clue.

If the local PD/sheriff's department didn't need to do anything, there wouldn't be a local fee, and everybody would just send their app straight to state police.

AFAIK, there are 3 options depending on where you are located.
1. They mail it back to you to send it to state police.
2. They mail it for you.
3. They make you come and pick it up to send it to state police.
 
foob, ah, the innocence of youth.:D The local "fee" is for the slush fund account (many PDs use it for range time and ammo), not for any sort of service rendered.

Assuming arguendo that the local PD did in fact do a background check, instead of letting the State popo do it and then pocket the dough, it would not take 7 days.:scrutiny:

Anyway I got rejected by Lafayette PD, I sent the rejected app to state PD. Probably rejected, never heard from them. I gave up. I'll stick to rifles.
 
Thought I heard from others the LPD rejects everybody, and to just send it in anyway to state and they'll accept it. They don't give a reason, they just noted in a letter sent back with the application that I was rejected. Should have stayed in west lafayette.

Maybe because I'm not a citizen too. :uhoh:

Stupid handgun permit, can't even carry it in a case to the range.
 
Yeah I don't want to hijack the thread, so I better not say anything else. Others have been receiving their licenses pretty quickly recently, so not holding out. Will call them one day if I get around to it.
