UPS, and mark the outside ORM-D and possibly also "small arms ammunition" under the ORM-D. UPS doesn't care (shouldn't at least). Get a Mgr if the sales sheep squacks like the ignorant sometimes do.

UPS is easy, BUT you will have to go to a regional hub and NOT a local "UPS Store."

UPS calls the hubs "customer centers," and are basically where you would go to get your package if UPS was unable to get a signature at your door because you were not home. http://www.ups.com/content/us/en/locations/custcenters/index.html?WT.svl=SubNav

Like Rocco said, you just need to mark the box with the letters "ORM-D" near the address label so UPS knows they can't send it by aircraft. "ORM-D" indicates it is some sort of "hazardous" or flammable materials that require ground shipping. I've seen that marked on my box of spray paint from Brownell's.
