Fedex will ship ammunition provided that the box is clearly labeled with the appropriate hazardous material label. You can find the full text of their rules here in Acrobat format:
UPS, and mark the outside ORM-D and possibly also "small arms ammunition" under the ORM-D. UPS doesn't care (shouldn't at least). Get a Mgr if the sales sheep squacks like the ignorant sometimes do.
I think it's a felony to ship ammo via the USPS. Pay the extra amount and go through UPS. It's the simplest of the shippers. Fedex requires a surcharge and a contract. Not worth it.
Like Rocco said, you just need to mark the box with the letters "ORM-D" near the address label so UPS knows they can't send it by aircraft. "ORM-D" indicates it is some sort of "hazardous" or flammable materials that require ground shipping. I've seen that marked on my box of spray paint from Brownell's.
