Is there any state that issues out of state CC without already having one?

Is there any state that will issue an out of state permit to someone who has no other CC permit? I saw on one thread that New Hampshire will issue an out of state if you already have one from another state, not necessarily your own state. Well I live in Maryland so there is absolutely no chance of me getting one from here. Is there any state that would give me an out of state permit?
 
I forgot to ask in my original post, does one have to take some sort of class or instruction from that state (Utah or Fla) before receiving a permit?
 
We got stuck in a Florida boatyard for a month, just passing through, went to a gunshow in Jacksonville, ended up doing the "course' and getting permits.I carried back in Georgia on and off for maybe two years before being told ( on this very forum IIRC) that Georgia honors Florida permits, but doesn't honor Florida permits for Georgia residents ( HUH?). So next time i was home, i went by the courthouse to apply for my georgia permit. I hope they're all happy now.
 
Yeah, for the Fl. non-res permit, we had to pay some money, and shoot 50 rounds, and received some paperwork concerning the legalities.Calling it a "course" would be a kindness, but FWIW, a good time was had by all !
 
So Winchester, I looked at the link you provided. Does that mean I can take a course here in Maryland from one the Utah's approved instructors and get a permit without having to take a class in Utah? Am I understaning that correctly? It can't be that easy, can it?

Trust me(Indiana Jones,Raiders of the Lost Ark,1981)it is that easy.
Call the nearest instructor to you to verify and make an appointment.
Let me know of any problemas.:D
 
The guys over at mdshooters.com can probably give you more info on the FL permit, however my understanding is you can get one without any extra training if you already have a MD regulated firearms card. i.e. watched the 20 min video, or taken a recent hunters ed course.

It basically seems to be a case of getting fingerprinted, sending money and a copy of your "certification". Unfortunately, having a FL permit still does not allow you to carry while in MD.... :fire:

Correct.By the way,Utah is a lot cheaper than Florida,but you have to pay for the UT instructor course.
This wlll be at least $100.00 in most cases.Call and find out.Call more than one MD, Utah instructor for prices.
 
For FL all you have to have is a hunter's safety certificate from any state and that will meet the instruction requirement. I took hunter's safety in Texas back in '90 when I was 14 years old. I was 29 when I applied for my FL CCW and that was all they needed.
 
Florida will also accept past military experience for the training requirement.

I live in MD too and I just sent my application for a Utah CCW permit 3 weeks ago. I took the basic NRA Pistol Course from Select-Fire in Glen Burnie. It was an 8 hour course. After you take the class they will stamp your app. that proves you took a pistol course that meets Utah`s requirements. I then went to the State Police Barracks to get my fingerprints. Then got a photo of myself. After that I mailed it in. Should be here in about 30 days. :)
 
The other nice thing about Utah permits is that the renewal is cheap - only ten bucks. I don't think you're going to see your permit in 30 days, though, WSM - they have been running way behind due to demand.

Well, backed up or not, they have 30 days left to process my application. It`s already been 30 days lapsed. It says on their website they must process within 60 days.

It's even easier to get the Florida license. Ever take a hunter's safety course? Hooray you passed!
