"...the commentator..." Disregard anything said by any media hack. Very few of 'em know a pellet gun from a bazooka.
Anybody with a handgun facing anybody rifle is fornicated. If the guy with the rifle is wearing body armour, the guy with the handgun didn't get dinner or sweet talk either.
Most good body armour, including soft armour, will defeat a 12 gauge slug. The slug will not, I say again, not take anything nor anybody off his feet. It'll kill if it penetrates, yes, but it will not knock anything down just by hitting. It's called physics.
However, even the best soft body armour will not even slow down a rifle bullet. That's not what it's for. Even the vests worn by the military will not stop a rifle bullet. They're purpose is to stop fragments from grenades and some arty rounds.
Cops, everywhere, are out gunned because criminals are not hampered by political decisions or any law. In the case of the "North Hollywood Shootout", the criminals were highly organized. Mind you, they seemed to have forgotten about organizing their escape.
 
No I'm not confusing can with will. The 12 guage slug has enough energy to take a man off his feet at close range especially so if body armour is worn. The armour will stop the penetration, but it's still hit with the same amount of energy.
Also notice I said "if hit right" meaning a major bone is struck. The same applies to the calibers you mentioned. The body armour will act as a major bone and try to stop the projectile abosorbing the energy.
Will it do it all the time? In the real world no, but at a low percentage rate.
 
After the shootout, a Police spokesman said the department might be going to the .45 auto.

LAPD now allow .45ACP. Beretta Cougars and S&W autos. I MAY have seen some 1911's in duty holsters.

For sure, Long Beach PD to the south allows 1911's for uniformed officers. Last weekend, I saw a young (20-something), fit, female LBPD officer with a stainless steel 1911 cocked and locked in her holster. :evil:
 
Majic - if the slug will take the recipient off his feet, it would take the shooter off his feet as well. Simple physics.

The recipient may choose to fall or even jump away and off their feet, but the sheer impact of the slug won't knock him down.
