LEO holster/cuffs undone on purpose?

I am required to use either the Safariland 070/0705, or the Safariland ALS holster with the level three option added. (I do not recall the exact model number.) I use the latter, and the most obvious retention device is virtually always in the unsecured position, unless I am being scrutinized by the "brass." In my opinion/estimation, the less obvious of the two retention devices, alone, is more secure than the older 070 with both of its retention devices engaged. I will not be more descriptive on a publicly viewable forum.

I choose this path because 27 years of "peace officering" have made certain motions very reflexive. I have, and still do, train to release both retention devices, but reflexive is reflexive, and after thousands of repetitions, since last summer, I am not there, yet, to suit my level of comfort.

Back to the original post, if the officer's holster was of the level three ALS type, the weapon may have been much more secure than it appeared. If not, well, that is unfortunate, and I hope his guardian angel was on the job for the rest of the day.
