To complicate it further, if one owned a shockwave, and possessed another 14” barrel for it and another mossberg that fit that barrel, one would have the ability to sbs but could not be charged with sbs because you ownthe shockwave... correct or no?

As long as you have a legal configuration for that short bbl you are not in violation of any federal law.
