At 1:00 p.m. on Tuesday, January 22 the Maryland House Judiciary Committee will hold a hearing on House Bill 2, sponsored by State Delegate Daniel Riley (D-34A). HB2 seeks to remove language from existing Maryland code requiring that the Secretary of State Police “find a person has good and substantial reason to wear, carry, or transport a handgun, such as a finding that the permit is necessary as a reasonable precaution against apprehended danger.” HB2 would make Maryland a “shall-issue” state.




The hearing will be held in Room 100 in the House Office Building in Annapolis. Please make plans to attend this important hearing. If you are unable to attend, please contact the members of the House Judiciary Committee and respectfully urge them to support HB2.

Surpised to hear so little about this from Marylanders... Of course I am sure the State supressed the news to the best of their ability.
 
probably because they are going to kill it. Combine that possibility with the fact that they're arguing against guns in general in a 2A SC case, and you can see why they'd keep a low profile.

Best of luck.But pigs will fly before Free Stater's have Shall Issue Right to Carry, with the current make up of Maryland's HJC.
I hope I'm wrong.
But being an ex-Baltimorean,it's hard to be optimistic.
 
It's a sad commentary, but this bill has no chance of passage. Maryland needs a whole lot of "voter education" before it comes within a thousand miles of passing a law like this.

It's a shame really.
 
Listen folks, as long as people have a defeatist attitude towards Maryland, shall-issue will never happen there. Instead of saying "That'll never happen, and it's not worth taking the time to do so", go out and vote, go out and lobby, do something.

I might add that it took Missouri how long to get an LTC system? 12 years? Minnesota took about 8 years, and if I recall correctly, Florida had to pass a shall-issue bill three times before it finally got through the Governor's office, and that went from 1980 to 1987. Maryland has only started having hearings on carry since 2006. Start thinking of this in the long term strategy rather than wanting instant gratification. :cuss:

Maryland will NEVER go shall-issue with that kind of defeatism. Here's a little hint: If Maryland goes shall-issue, the entire "anti-carry firewall" that's put up right now will crack. Iowa will likely go shall-issue this year, and possibly Delaware too. Throw in a good Heller decision this year, and the fact that the states of Mass, Maryland, New Jersey, are licensed for all forms of carry states, which makes those statutes especially vulnerable to a "bear" lawsuit (Heller is a "keep" lawsuit).

Maryland is anti-gunners Minas'Tyreth and Helm's Deep all into one, and they won't have reinforcements in the form of Gandalf to rescue them (yes, injecting a little bit of LOTR here). We crack Maryland, next will be New York. Count on it.
 
Good point Lonnie. Technically, Maryland "has" CCW, you just need to be someone important to get it. When you think about it though, the bridge from "may" to "shall" isn't that big of one. Yes, it's like rowing across the icy Potomac to get it, but victory will be yours eventually.
 
If I lived in MD, I would be there today with charts and graphs hopingfor a chance to show stats on the Shall Issue Movement...

The people opposed to shall issue, in MD or anywhere else, are not interested in charts and graphs. They are interested in banning guns.

I agree that Deleware could be ripe to be knocked off. But MD is far more anti-gun than Deleware, I don't see the comparison.

And don't count on Heller for any help. It doesn't go near shall issue. And there is almost no chance that any cases that flow from it will either.

We have to win this one in the legislative arena.
 
Shall-issue's only brought up in MD when the antis are in power, so the minority party can sling mud on them and gain more support out in the counties.

Heller wouldnt address shall-issue, but it'll be the first crack in the wall. An equal protection/civil rights post-Heller lawsuit could possibly get the state to see the light and become shall-issue rather than sit in court until the state is forced to go VT/AK.

Well I guess it's basically like this.

This fight to get right-to-carry may be doomed right now
But it's vitally important that the fight happens.
It's also just as important that Marylanders KEEP fighting because if they don't they'll never EVER get where they want to go.

So look at this from the long view and expect a 10+ year fight, pace yourselves but don't give up and keep the pressure on!

I'd be there is I could escape from work but this is an important fight & I agree with everyone else in that a defeatist attitude will sabotage any hopes of getting shall-issue in MD. I'm anxious to hear the outcome of this meeting, though!

MD is the keystone to the antis argument, so this is a very important hearing, to say the least.

Defeatist attitudes almost certainly lead to defeat. Being able to say "I told you so" is sick and petty motivation for espousing a defeatist attitude...
 
I have been down to Annapolis to lobby - and I would be there today if I could. I don't know the situation there now, but I feel as long as the legislators know we will not go away we will go away until we get what we want they will eventually give in and then realize that it's not so bad.

This act usually leads to an unfavorable report or it will die a slow death in Committee. Keep in mind VALLARIO is a self proclaimed King! Do the other 21 have influence? We'll see!
