I am in the process of trying to form the Montana Home Guard due to many things: Militia of Montana is just a business and not a real militia, I forsee some bad stuff on the horizon, etc...

What is the plan of action that you want to present to the members of THR that they can use to further RKBA? This is one of the basic requirements for the Activism forum. Discussions on developing plans of action are better suited to Activism Discussion and general ideas that aren't related to planning belong in other forums here.

The plan of action that I want to present to the members of THR is to join a local organized militia or State Guard because they don't operate outside of their respective states. I only live in Montana at the time, so I feel that I can only speak for Montana.

It seems to me by the info from your own website, it's the governor's job to organize the home guard.
The home guard shall be organized, armed, equipped, maintained, disciplined, governed, administered, and trained under rules prescribed by the governor. These rules shall conform to federal law and regulations. http://data.opi.mt.gov/bills/mca/10/1/10-1-702.htm
If this bill hasn't been voted on by the legislature and signed by the governor it seems it's all a proposal not law.

So how is joining a state guard supportive of RKBA?
I like state guards, they play important roles in emergencies and natural disasters. Their members fill useful roles answering phones and keeping an eye on Guard armories when the National Guard is called out.
But because they're not armed and because they're under the command of the governor I don't see how joining the state guard specifically applies to the restoration of 2A rights.

I figure that the structure and the operations have a lot to do with it. In the state bill, the sponsor calls for Infantry companies. Most soldiers in the Infantry don't sit behind a desk.
Due to the bill being tabled, all I can do is organize it as an unorganized militia until the Governor decides to make it an organized militia.
At least it's better than not doing anything because a bill was not passed.
