The listed states are all those PA has reciprocity agreements with.Although the right to carry a firearm in Pennsylvania is limited to residents carrying a concealed weapon permit from the states listed above, Idaho, Indiana, Montana, Oklahoma and Utah do allow any out of state resident with a valid concealed weapons permit from their home state to carry a weapon while in those respective states.
