recently in MN we had an incident where a CCWer got targeted by a road rager who ended up being a cop, and who fired and hit the cop to defend his family then fled to the closest police station to report the incident. In that one the cop rallied around their brother officer only to learn he was the instigator and operating outside his jurisdiction on some personal vendetta case against a 3rd party.
This one my gut tells me may be legitemate. Video of mom's interview here

Note: she claims she doesn't remember what started the incident. Fishy. Second, she does remember him indentifying himself as cop, she just claims it was after shooting. Fishyx2, details after you get shot are going to be more fuzzy than before. Bulletwounds do not improve memory.
Further, often times in a road range situation, both parties will do a few things wrong, minor things. Flipping the bird, etc. These things do NOT justify lethal force, but in my experience those who admit to these minor mistakes are usually being truthful. Those who claim to be absolutely totally innocent who did absolutely nothign but keep their hands at 2 and 10 and smile, they sound false.
Also, she says because he fired 5 times he should be charged with attempted murder. Lady, the FIRST shot was an attempt to stop you with deadly force. He was ready and willing to kill you right then, no change after 4 more. No, it is irrelevant that you were unarmed, and it is irrelevant that your son (who is 8) is "JUST A BABY"
Also, she reports memory lapses during the incident. This tells me someone who goes into a rage and basically blacks out, or some serious drug usage at the time of the incident. (She has 2 DUI convictions and no licence, chances of her being stoned or drunk at the time greatly increased beyond normal joe schmo)
Both support the idea of a crazy woman going wild.
"I put the car in reverse and tried to move away" This is either a smart fleeing tactic if the off duty officer didn't identify himself yet or it is what got her shot as she attempted to run over her adversary. A car IS a deadly weapon.
all this was caputred on camera at Lowes so good chance of a speedy cleanup once she sees the tapes and backs down. If those tapes were indicatinga problem, we'd be hearing a lot more.
Also, note, mom does not take any responsibility for driving without licence, she had to do it, it was her son's fault he needed to be picked up, and she is the only one, so it is also the fault of her family, baby-daddy, and all the boyfriends who have dumped her.
