Primers fall out

Fellas, my 338win brass is coming out of the tumbler for the third time. The first two times I set the primers they went in snug. Now maybe 5 out of the 100 primers that get seated fall out or are loose. What is the cause and solution to this.

Reloading manuals aren't set in stone. Did you actually chronograph your loads to make sure that the velocities are within what is expected for that powder and bullet? How flat are your primers after firing? Are you sooting around the primers/head? Any cratering?

Enlarged primer pockets after only a couple firings are one indicator of a high pressure load.
 
No I don't have a chrono And i haven't checked super close for high pressure signs, has this happened to anyone else

This tool tightens loose primer pockets that will no longer hold primers. Saves cases that would otherwise have to be thrown away. Includes tool base, punch and instructions.

From what I gather it pushes some of the metal from the rear of the pocket and makes it tight enough in the front to hold a primer. Again, I have never used it, but maybe someone here has feedback on it?
 
If the brass has been subjected to enough pressure to loosen the primer pockets I beleive I would want to just replace it.
 
I had some Hornandy .308 brass which would not hold primers after only one or two firings. My loads were only moderate and no other manufacturer's brass had the same problem in the 200 rd lot which I reloaded.
I think the Hornandy brass is too soft or it's not to spec. They are all in my scrap bucket now.
