The particular car in question is a 5 speed jeep setup for rockcrawling, so if I had to guess, its likely that the car came to a stop and then rolled a bit while he was in neutral. Either way, what you posted has nothing do do with what we are talking about.
You have me confused. I'll assume your a cop, and if so let me ask you this. If in fact my Dad did commit a violation, then why did the cop ride off when he could have easily and justifiably given him a ticket. Furthermore, why would the cop say something as ridiculous as "you ran the red light" when the correct thing would have been, "you are comitting a violation by having your vehicle entering the plane of the crosswalk".
Also, before you start to pass any more judgment on my pop you should know that he was a federal LEO for 30+ years after working as a police officer. As a result, he is certianly not unfamiliar with police procedure, ticket quotas (yes there still are quotas, maybe not by that name but a rose is still a rose) and how to appropriately pull someone over for a violation.
